Methods of financial control

Forms and methods of financial control reflect the organization of verification by the higher bodies of the financial and credit sphere in relation to their structural units.

Thus, forms of financial control showways of concretizing certain actions of controlling structures. Classification of the basic forms of this term depends on the time of direct control, namely: preliminary control, current and subsequent controls.

Preliminary control is carried out beforeimplementation of a specific financial measure. This can also include the analysis of the appropriateness of providing loans or transferring funds from budgets of all levels.

Current control (sometimes found in the literatureunder the name "operational") should be conducted at the very process of conducting operations on the receipt and expenditure of funds. Based on the data of accounting, inventory or visual observation, this type of control prevents the commission of offenses in the financial sphere, and also regulates the emergence of financial risks.

Further monitoring is carried out as aadditional verification of the validity and legality of transactions with funds after their actual performance. This form of control is carried out through the analysis of balances and other reporting, and also uses the method of audits and checks directly on the spot in organizations and institutions.

Methods of financial control presuppose ways and methods of its implementation, among which the main are:

- Observations. These are the methods of financial control, with the help of which the general familiarization with the current activity of the enterprise is carried out for further control of its financial condition;

- verification. Such methods of financial control relate directly to financial activities and, basically, should be carried out on the spot, using balance sheet, reporting and other expense documents to identify certain violations in financial discipline, indicating ways to eliminate the consequences of their occurrence;

- Surveys. These are methods for studying certain aspects of financial activity. They are based on a larger range of indicators than they differ from the verification;

- analysis. It should be conducted on the basis of reporting for any period and is aimed at identifying "weaknesses" in financial discipline;

- revision. We can say that this is the main method of financial control, which is carried out to establish the legitimacy and legitimacy of financial discipline on a particular object. Revision can be mandatory and regular. The basis of this method is to check the primary documentation, statistical and accounting statements, accounting registers and the actual availability of money in the cash register.

Audit as a method of financial control involves checking only the financial activities of the entity, but not the methods of its management or organization.

Methods of state financial controldo not differ from those listed above. However, the main difference between them is a public service body carrying out an audit, inspection, examination or analysis.

Thus, state bodies in the financial sphere withthe positions of their structure include the financial control authorities, federal financial control bodies, as well as federal bodies related to the executive with specific control powers. These organizations are endowed with certain functions in accordance with the current legislation.
